1. Can anyone participate in CAPA training programmes?

According to the Council of Ministers Decisions for the establishment and operation of CAPA the training programmes organized are mainly addressed to public officers and –where this is possible- to officers from the wider public sector (semi-government organizations, local authorities etc). The only case that training programmes open to all citizens were organized, was by a special Council of Ministers Decision by which a project was assigned to CAPA for the organization in 2003 of specialized programmes for the preparation of Cypriot citizens interested to be candidates for employment in European Union Institutions.

2. Can any public officer apply for participation in CAPA training programmes?

Half yearly CAPA circulates an announcement to all Ministries / Deapartments / Services on the open training programmes to be offered and are addressed to various categories of public officers (newcomers, management executives, officers dealing with EU issues, clerical staff etc) according to the aims and targets of each programme. The collection, processing and submission of applications for participation rests with the Learning Unit in every organization in co-operation with management. In addition to the open training programmes CAPA organizes in co-operation with Learning Units of specific Ministries/Departments/Services, specialized programmes for their staff.

3. Can a public officer apply to participate in a training programme through CAPA web page?

Presently all applications for participation are submitted following the procedure described in the answer to question 2 above. In the future, applications, not directly from public officers but always through the Learning Units in their organisations, may be submitted through an electronic network.
