- Registration Procedure for obtaining access in ICS

The registration procedure for obtaining access to the CY ICS System can be done either electronically or manually (on paper application - C. 1003C).

Α. Electronic Registration procedure

ICS System supports an electronic registration procedure for external users, provided they have a valid EORI number (Economic Operator Registration and Identification Number).

For the electronic registration the applicant must follow the following steps:

Step 1: the applicant wishing to access the ICS System must insert in the electronic screen (as shown in the picture) his personal email.


Step 2: The system will return to the applicant’s email the following:

- An application registration number (registration ticket)

- the link to the electronic form which he/she must complete and submit.


Step 3
: The applicant, in a time period of 3 days from the day he completed step 1, must login to the page which was indicated to him in step 2 and insert his application registration number (registration ticket). Otherwise, the procedure must be repeated from step 1.

Step 4: The applicant completes the required elements in the various fields of the electronic application and submits it. The system will return to the applicant’s email the form C. 1003CE.

Step 5: The application form C 1003CE must be signed following one of the options below:

a. The applicant must present himself in the nearest Customs Office in Cyprus to sign the application form C 1003CE.

b. Αn authorized representative must present himself in the nearest Customs Office in Cyprus to sign the application form C 1003CE.

An authorization (for a representative or power of attorney) certified by the proper Authority (see proper Authority for the certification of signatures) is required.

c. Τhe application form C 1003CE can be signed by the applicant abroad in the presence of a proper Authority for certification of signatures (see proper Authority for the certification of signatures).

The original form C 1003CE must be sent by post to the Customs Headquarters in the address:

ICS National Project Manager,

Customs Headquarters,

Ministry of Finance,

1440 - Nicosia

If the applicant is a legal person, the following certificates and documents need to be provided at the time of signing the application:

a. Printout of the form C. 1003CE.
b. Identification document (e.g. identification card or passport) of the person signing the application
c. Certificate of Directors (in case of a legal person).

If the applicant is a natural person, the following certificates and documents must be provided at the time of signing the application:

a. Printout of the form C. 1003CE.
b. Identification document (e.g. identification card or passport) of the person signing the application.

In the case where the applicant will not present himself at the Customs Office, a certified authorization (Authorization for a Representative or Power of Attorney) is required, signed by the proper Authority.

Step 6: Provided that the application for access is approved, the user id is activated. At the same time, a message is sent in the applicant’s email.

Step 7: The user can henceforth use the ICS System.

B. Manual Registration procedure

Paper application C1003C should be completed and presented to the nearest Customs Office in Cyprus.

If applicant is a legal person the following certificates and documents need to be provided at the time of signing the application:

a. Printout of the electronic registration application form
b. Identification document (e.g. identification card or passport) of the person signing the application
c. Certificate of Directors (in case of a legal person).

If applicant is a natural person the following certificates and documents must be provided at the time of signing the application:

a. Printout of the electronic registration application form
b. Identification document (e.g. identification card or passport) of the person signing the application.

In the case where the applicant will not present himself at the Customs Office, a certified authorization (Authorization for a Representative or Power of Attorney) is required, signed by Proper Authority.
