The Statistical Service of Cyprus (CYSTAT) has set its strategic goal to provide high-quality statistical information in an objective, transparent, reliable and timely manner. We consider quality to be our main advantage in a world experiencing a growing trend of instant information which often lacks the necessary proof of quality.

In order to realise strategic goals it is imperative to establish policies which ensure that an organisation is moving towards the right direction. For this reason, CYSTAT establishes the Quality Policy which forms the basis of all statistical activities and leads towards continuous improvement of its statistical output.

The Statistical Service of Cyprus operates within the framework of Cypriot legislation but also under a strict European legal regime supplemented by a robust, world-class and self-regulatory quality framework, the backbone of which is the European Statistics Code of Practice. Compliance with the Code of Practice is periodically assessed by means of review mechanisms and strict follow-up of the improvement actions identified.

Taking into account the above, the Code of Practice is included in CYSTAT’s Quality Policy in order to ensure compliance with its European obligations.

Overall, the Quality Policy determines that the work of CYSTAT is governed by professional independence, impartial treatment of all users, objectivity, reliability, statistical confidentiality and cost-effectiveness, while also coordinating statistical activities at national level and cooperating with the members of the European Statistical System. The development, production and dissemination of statistics are based on sound methodologies, the best international standards and appropriate procedures that are well documented in a transparent manner. The quality of statistical output is governed by principles such as relevance, accuracy, timeliness and punctuality, accessibility and clarity, as well as comparability and coherence.

One of the key principles that the Statistical Service is required to safeguard is that of the confidentiality of the information collected. The overall framework governing statistical confidentiality is laid down in article 16 of the Official Statistics Law of 2021 and includes the provisions according to which data are regarded as confidential, the manner in which such data shall be disseminated, the potential of gaining access to such data for research purposes, the written declaration ensuring confidentiality and the penalties foreseen in case of a breach. The Statistical Service has developed a Code of Practice for the Collection, Publication and Storage of Statistical Data which cites the specific actions and the precautions that have to be taken in every stage of handling statistical data, in order to safeguard statistical confidentiality.

Regarding the safeguard of statistical confidentiality and the protection of personal data, the Statistical Service implements, in addition to the Statistics Law, the provisions of the General Data Protection Regulation (EU) 2016/679 (GDPR), as well as the Law providing for the Protection of Natural Persons with regard to the Processing of Personal Data and for the Free Movement of such Data of 2018 (Law No. 125(I)/2018). According to article 6(1)(c) of the GDPR, the Statistical Service is entitled to the collection and processing of personal data that is necessary for compliance with a legal obligation to which the controller is subject. The basis for the processing is laid down by: (a) Union law, i.e. the various EU legal acts which provide for the carrying out of surveys and the production of statistics or (b) Member State law to which the controller is subject, i.e. the Official Statistics Law of 2021 which governs the work of the Statistical Service. Within the framework of personal data protection and abiding to the requirements of the GDPR, the Statistical Service has appointed a Data Protection Officer who may be contacted to address any relevant issue.

In the framework of its continuous effort for improved users' services the Statistical Service of Cyprus (CΥSΤΑΤ) carries out every year a user satisfaction survey. The survey aims to provide to the users of official statistics the opportunity to express their opinion as regards timeliness and quality as well as to make suggestions for the further improvement of the services offered. Available below are the results of the user satisfaction survey for the years 2014-2019.
