The Certification Authority is the official body of the state responsible for certifying expenses submitted to the EU for co-financing and preparing the annual accounts of the Cohesion Policy and Fisheries programs. This includes Council of Ministers Decision No.79.735 dated 17/11/2015, Decision No.94.440 dated 22/02/2023, EEA and Norway Decision No.85.829 dated 3/10/2018, and the Swiss Mechanism Decision No.93.565 dated 31/08/2022. It collaborates with national and Union control bodies to monitor all control findings and irregularities until the required corrective actions are completed.  
The responsibilities of the Directorate of Financial Control of European Funds primarily involve the following: 
 
1. Preparation and submission of payment requests to the Commission 
       
      Payment applications are submitted to the Commission in accordance with the template and include, for each priority and where applicable, by category of region: 
       
      • the total amount of eligible expenditure incurred by beneficiaries and paid in implementing operations linked to specific objectives for which enabling conditions are fulfilled and operations linked to specific objectives for which enabling conditions are not fulfilled but contribute to the fulfilment of enabling conditions, as entered in the system of the body carrying out the accounting function 
           
      • the amount of technical assistance 
       
      • the total amount of public contribution made or to be made linked to specific objectives for which enabling conditions are fulfilled and operations linked to specific objectives for which enabling conditions are not fulfilled but contribute to the fulfilment of enabling conditions, as entered in the system of the body carrying out the accounting function 
       
      • the total amount of eligible expenditure incurred by beneficiaries and paid in implementing operations linked to specific objectives for which enabling conditions are not fulfilled, with the exception of operations that contribute to the fulfilment of enabling conditions, as entered in the system of the body carrying out the accounting function 
       
 
2. Preparation and submission of accounts: 
       
      Confirming the completeness, accuracy and truthfulness of accounts and maintaining electronic records of all account details, including payment requests. 
       
      For each accounting year for which payment applications have been submitted, the Member State shall submit to the Commission by 15 February a set of documents to ensure reliability (the accounts, the management declaration, the annual audit opinion, the annual audit report) covering the previous accounting year. 
       
      The accounts include at the level of each priority and, as the case may be, by Fund and by category of region
       
      • the total amount of eligible expenditure entered into the accounting systems of the body carrying out the accounting function which has been included in the final payment application for the accounting year and the total amount of the corresponding public contribution made or to be made linked to specific objectives for which enabling conditions are fulfilled and operations linked to specific objectives for which enabling conditions are not fulfilled but contribute to the fulfilment of enabling conditions; 
           
      • the amounts withdrawn during the accounting year; 
       
      • the amounts of public contribution paid to financial instruments; 
       
      • for each priority, an explanation on any differences between the amounts declared pursuant to the total amount of eligible expenditure entered into the accounting systems of the body carrying out the accounting function which has been included in the final payment application for the accounting year and the amounts declared in payment applications for the same accounting year.
