Government Secure Gateway

This project is included in the medium-term Government Computerization Plan and has been classified as one of the most important infrastructure projects for the successful implementation of the Electronic Government (eGovernment). The relevant scope study has just been completed and is under the process of quality review.

The Government Gateway will provide the foundation/cornerstone for delivery of the vision for a "Joined-up Government" and will constitute the central passage to all electronic transactions between citizens, businesses, institutions and the Government. It will comprise a highly secure environment, a resilient "always on" service and a capacity to handle high volumes. In terms of functionality, it will incorporate a unified registration and authentication service, allowing users (citizens, businesses, institutions, etc) to conduct their transactions with the relevant Government Organisations over the Internet in a secure manner, with a single set of credentials, using any application, any device, anytime, anywhere.

In particular, the Government Gateway will provide the following:
  • Common user identity management/authentication and authorisation services – which ensure that users are who they claim to be and that they have the right to access a specific service or set of services.
  • Single sign-on credentials that are supported across all Government eServices, national, regional and local – so that registered users can have one user ID and password, or a digital certificate, for use with all online public services.
  • A common messaging facility – which guarantees the reliable delivery of electronic documents and messages. This includes messaging of documents between users and Government, as well as the routing of documents between Government Organizations.
  • Online payments - the payments facility will support tiered levels of identification, ranging from anonymous payment (such as the payment of a parking fine) through to those that use the common authentication and authorization framework to specifically identify an individual making or taking a payment.
  • An integration tier – offering reliable delivery of standards-based data/information between systems and applications.

The key benefits of establishing a Gateway to deliver online Government Services are:
  • Protection of Existing Investment – The Gateway will enable the Government to utilise its existing investment in business applications in order to deliver enhanced public services. In particular, it will enable the Government to provide eServices from its legacy systems without the requirement for expensive application upgrades and/or re-developments.
  • Cost Reduction in Development – Gateway functionality, such as, single credentials, secure two-way electronic communication, common document authentication and routing, open standards, multi-platform support and open programmatic interfaces, will ensure that Government Organisations do not need to develop their own solutions for messaging, user ID management, etc. Instead, they can make rapid use of these common cross-government services.
  • Ability to Deliver Customer Centric Services – The Gateway will provide the infrastructure to enable integrated transactions. This enables citizen and business focused services to be developed, regardless of the number of Government Organisations and/or local authorities that are involved in the process.
  • Savings in Administration Running Costs – Integrated processes/transactions will reduce the overhead throughout the Civil Service.
  • Productivity Monitoring and Transactions Tracking – The Gateway will provide all necessary facilities to monitor the productivity and effectiveness of the Civil Service, as well as to track the status of any transaction at any time; and hence to inform the customer accordingly, via Internet.
  • Data Consolidation – Gradually over time, the Gateway will help the Civil Service to eliminate expensive duplication of data, which is present today in multiple legacy applications.
  • Interoperability – The Gateway will provide a cost-effective and fast way for interconnecting systems using open interoperability standards with interfaces into existing proprietary applications.
  • Business Opportunities – Create additional business opportunities for the national economy.
