“Horizontal” learning activities, as distinct from “vertical activities”, are addressed to common needs that run through the civil service, regardless of department.

Standard Horizontal Programmes
Once it has been established that a particular need exists within a horizontal category of staff, then, corresponding horizontal training programmes are set up on a regular basis. The following are the main programmes of this category offered.

	- General Administrative Staff Training
	- General Clerical Staff Training
	- Common Assessment Framework (CAF) Implementation Training
