ECS System enables Economic Operators to submit electronically the Customs Export Declaration and Exit Summary Declarations (EXS) and supports the exchange of messages between Economic Operators and Customs Administrations as well as between Member States, in cases where more than one Member State’s Custom offices are involved in an export operation.

EXS system

As from the 1/1/2011 the Economic Operators are obliged to submit the Safety & Security data for goods leaving the EU Customs Territory.

The Safety & Security data should be submitted as follows:

• with the Customs Export Declaration, when such a declaration is required.
• with the Exit Summary Declaration (EXS), when no Customs Export Declaration is required.
